Cultural and Diversity Contexts- First Nations, Migrant and Refugee Families
Understanding the Context:
Cultural and diversity contexts encompass the varied cultural identities, languages, belief systems, and lived experiences of children and families, including Aboriginal and Torres Strait Islander communities, as well as migrant and refugee populations. In contemporary Australian society, increasing cultural diversity has enriched communities; however, it has also highlighted persistent inequities and systemic barriers faced by culturally and linguistically diverse groups (Grace et al., 2022). For First Nations peoples, the enduring impacts of colonisation, intergenerational trauma, and social exclusion continue to shape family and community experiences, influencing children’s development and access to opportunities (Australian Institute of Family Studies [AIFS],2023).
Research indicates that when teachers incorporate children’s home languages and cultural experiences into learning, children demonstrate greater engagement and identity development (AIFS,2023). These perspectives emphasise valuing cultural knowledge, recognising diversity as a strength, and challenging deficit-based assumptions, which is in link to Bronfenbrenner’s ecological systems theory that provides a critical lens for understanding how cultural identity and systemic factors interact to influence children’s development across multiple contexts, including family, community, and broader societal structures (Grace et al.,2022) and sociocultural theory that emphasises that learning is socially mediated and embedded within cultural practices, highlighting the importance of culturally responsive pedagogy (Arthur et al.,2020). These factors highlight the importance of culturally inclusive environments that affirm children’s identities, promote belonging, and support positive developmental outcomes.

Certain policies guide teachers in promoting equity, inclusion, and culturally responsive practice within early childhood settings-
- Closing the Gap – A national strategy aimed at reducing inequalities experienced by Aboriginal and Torres Strait Islander peoples across health, education, and social outcomes (Australian Government,2023).
- Early Years Learning Framework (EYLF) – It emphasises respect for diversity, cultural competence, and inclusive practices in early childhood education (Australian Government,2022).
- Multicultural Australia Policy –It supports inclusion, participation, and social cohesion among culturally diverse communities (Australian Government,2023).
- Refugee and Humanitarian Program – It provides settlement support and services for newly arrived families (Department of Home Affairs,2023).
Strategies for Practice:
- Inclusion – Embed culturally inclusive practices that reflect children’s languages, traditions, and identities.
- Respect – Acknowledge and value diverse cultural perspectives within daily practice.
- Partnership – Build strong, respectful relationships with families and communities.
- Representation – Provide resources and environments that reflect cultural diversity.
- Responsiveness – Adapt teaching strategies to meet diverse cultural and linguistic needs (Arthur et al.,2020).

- Local Community Centres – Facilitate social inclusion and access to services.
- Language and Cultural Support Services – Assist with communication and cultural understanding (Australian Government,2023; Arthur et al.,2020).
